Lok Adalat disposes off 22 cases

SEPPA, Sept 25: 22 cases have been disposed off out of the 56 in Lok Adalat by District Legal Service Authority (DLSA), East Kameng.

EAC (Jud) Dochora Lama, OC, PS, Seppa Lod Tabyo, Social Worker Madang Sonam, Advocate Nama Dodum and Advocate Jagu Gyadi were the members of the Lok Adalat Bench.

East Kameng DC Tarin Dakpe, who is also the Chairman of the DLSA, urged the participants not to take law in their own hands and appealed them to settle their cases through Lok Adalat scheduled on October 29 next. DIPRO

 

Hepatitis ‘B’ screening camp

ITANAGAR, Sept 25: As many as 1198 patients, who were tested negative in the Hepatitis B screening camp at Abo Tani Manch Seppa on September 22 were administered the first dose of anti-Hepatitis ‘B’ vaccines. Blood samples of those tested positive would be sent to Mumbai for final screening.

The camp was organized by Jeevan Taku, a social activist in collaboration with District Hospital, Seppa and NG Laboratory Seppa.

Meanwhile, Taku urged all those who have been administered the first dose of vaccine to complete the course by any means. Otherwise, the effort will be go in vain, he said.

He also urged the Director of Health and Family Welfare to conduct free medical camps on regular interval in interior places of the district for the welfare of poor and downtrodden.

TTFI assures to help develop TT in Arunachal

ITANAGAR, Sept 25: Table Tennis Federation of India (TTFI) has assured to extend all possible support and help for promotion and development of Table Tennis in Arunachal Pradesh. This assurance was given by TTFI Secretary General Dhanraj Choudhury when Table Tennis Arunachal (TTA) president Kamta Lapung accompanied by vice president Jango Hallai and secretary general Passang Dingla called on the former at TTFI office, New Delhi today.

While discussing various issue related to development of the sport in Arunachal Pradesh, the TTFI Secretary General further assured the TTA team to provide a Korean coach for 21 days to train the peddlers of the state.

Earlier, the TTA team briefed the TTFI Secretary General about its various activities and participation in national and international coaching camp by its president and secretary general Passang Dingla.

 

Workshop on Hydro-Geo-Morphological Maps

ITANAGAR, Sept 25: The public health engineering department organized workshop on the use of Hydro-Geo-Morphological Maps prepared by National Remote Sensing Centre (NRSC), Hyderabad at Banquet hall here on September 23 followed by field training yesterday.  All the CEs, SEs EE’s and AEs attended the workshop and the field training programme.

Field visit which was conducted yesterday was mainly to train the field officers to interpolate the map in the field for identification of right spots for ground water extraction and for taking up ground water recharging work.

ANYA condemns Govt for wastage of public money

ITANAGAR, Sept 25:   All Nyishi Youth Association (ANYA) East Kameng district Unit today condemned the state government for misusing public fund in building useless infrastructure.

Citing a glaring example of public moneywastage, ANYA unit said that the  new DC Bungalow of Seppa, which was constructed in 2001, has never been commissioned for official use.

ANYA unit also claimed that there are so many Govt. buildings in interior places of the district which are still lying unused. The association also held the district administration responsible for this kind wastage of public money.

 

‘Eviction no solution to land encroachment problem’

ITANAGAR, Sept 25:  Capital Complex Land Affected Peoples’ Forum (CCLAPF) has urged the state government to find a wise and logical solution to the government land encroachment  problem that would be acceptable to all.

“The encroachment over government land has reached such an extent that eviction drive, apart from RoW, is neither a solution nor practically feasible,” CCLAPF opined in a release.

The Forum criticized, without naming, some bureaucrats/ technocrats for allegedly providing ‘wrong feedback’ to the political bosses in the government.

“If our government faces any trouble from the common masses, then the top ranking bureaucrats in the state would be liable for misguiding / misleading the peoples’ friendly and welfare government,” it cautioned.

While expressing its strong reservations over non-inclusion of any representatives from the Forum or other appropriate NGOs in the proposed committee constituted to study the present mass land encroachment cases in the Capital Complex, the Forum urged the government to include representatives from the organization or any other appropriate NGOs in the said committee.

 

BJP celebrates Deen Dayal Upadhayay’s birthday

ITANAGAR, Sept 25: Arunachal Pradesh unit of Bharatiya Janata Party (BJP) today celebrated the 98th birth anniversary of party ideologue Deen Dayal Upadhayay in the party office here today.

Party leaders and workers garlanded the decorated portraits of Panditji and lauded his efforts in framing the formative years of the nation.

Appointment of teachers demanded

ITANAGAR, Sept 25: The Arunachal Pradesh Congress Committee (APCC) today demanded for appointment of SSA teachers against 22 primary schools in Lohit district.

APCC, in a letter addressed to the education minister, said that although 22 new government primary schools have been established in the district not a single teacher has been posted in those schools which has adversely affected the study of the students.

 

Dist. BJP team visits Tarasso

ITANAGAR, Sept 25: Papum Pare district unit of Bharatiya Janata Party (BJP) has criticized the state government for the bad road connectivity and lack proper healthcare facility in Tarasso circle.

A the district BJP team, which visited the circle today on election related issue, claims to have found no proper education and healthcare facilities for students and road communication at Tarasso circle. The district BJP demanded the authorities concerned to visit the area and address the people’s problem at the earliest.

The party also requested the authority concerned for extension of the last date for submission of application for BPL card under Food Security programme atleast for two months.

 

CSMA opposes child labours

ITANAGAR, Sept 25:  The City Service Maxicab Association (CSMA) today opposed the engagement of child labours as handyman.

In a meeting here, CSMA general secretary MT Anga urged the drivers to strictly follow the traffic rules and regulations to avert fatal accidents. He urged the maxicab drivers to wear proper dress and keep with them all proper documents of the vehicles, including driving license.

He also expressed concern over the frequent requisition of commercial vehicles from Arunachal by Assam authority at Helam police station under Sonitpur district and urged the authority concerned of the state to take up the matter with its Assam counterpart.

 

Assoc. seeks action against illegal timber operation

ITANAGAR, Sept 25:  The All Puyu Panchayat Youth Welfare Association has demanded the authority to immediately stop the illegal timber operation in its area.

The association, in a complaint letter to the divisional forest officer, has alleged massive exploitation of forest resources where involvement of some forest officials can not be ruled out. It further demanded for deployment of subordinate staff to check the illegal activity.

 

NIFCA opposes implementation of minority scheme

ITANAGAR, Sept 25:  The Nyishi Indigenous Faith & Cultural Society (NIFCA) today strongly opposed the implementation of minority scheme in Arunachal Pradesh in a state like Arunachal Pradesh where cent percent of the population is indigenous tribal people.

Alleging government’s ill intention to divide the indigenous people, the society questioned as to how the government could implement minority schemes without conducting religious census.

“Indra Awaz Yojna is discriminatory to people on individual level and Multi-sectoral development project on block and community level,” the NIFCA, in a release said and appealed to the state government to immediately stop the implementation of the scheme for the greater interest of indigenous people.

 

Villagers of Bora-Rupok II agree to donate land for defence establishment

DAPORIJO, Sept 25: The people of Bora-Rupok II under Baririjo circle in Upper Subansiri district expressed their willingness to donate 294.43 acres of land for setting up of Defence establishment in a meeting held with DC Tahang Taggu, LRSO T Raji and the army representative Captain Gagan Jolly of JAKLI on September 13 last. Fifteen land donors signed a certificate to donate their land.

Addressing the gathering, the informed the land donors that it would be a ‘give and take system’ where compensation would be provided against the land donated.

Making the land donors aware of the advantages of having a defence establishment in the area for better roads, better access to medical facilities, better schools etc, he appealed them to not create problem in the future as they have willingly agreed to donate their land.

Gora Makik SC meet JJFC in final today

ITANAGAR, Sept 25: Gora Makik SC will meet Jiyo Aur Jeene Do FC (JJFC) in the final of the 2nd State Level Giogi Taya Memorial Football Tournament, 2013 at Rajiv Gandhi Stadium, Naharlagun tomorrow.

Gora Makik SC stormed into the final defeating Triumph FC 4-0 while JJFC edged past Tagung Neri SC 5-4 in a keenly contested match.

Ligang Bungang scored three goals in 9th, 57th and 61st minutes and Topan Borah in 59th minutes for Gora Makik SC.

The scorers of JJFC were Tarh Rajkumar (7, 70, 72 min), Dari Takar (24 min) and Take Arun (75 min).

Gella Tallong scored two goals (10, 42 min) for Tagung Neri SC and Gakir Dolum and Tapi Tayang scored one goal each in 35th and 44th minutes respectively.

Tarh Nachung, Councilor (ward no. 29) and Biru Nasi, General Secretary, AAPSU will attend the closing ceremony.

 

Cleanliness drive by NSS volunteers at Bordumsa

ITANAGAR, Sept 25:  The NSS unit of GHSS, Bordumsa organized a cleanliness drive at Bordumsa yesterday to mark the NSS foundation day.

About 100 NSS volunteers actively participated in the social service and cleaned the Bordumsa market area, teachers’ colony and Azad Shatu Park. The volunteers asked the shopkeepers to dispose the waste materials properly and keep their shops premises neat and clean.

 

MP LAD schemes reviewed

PASIGHAT, Sept 25: “Expedite schemes and projects in time so that public do not suffer and can avail maximum benefits,” said Union minister of state for minority affairs, Ninnong Ering. He was addressing during the Review Meeting of MPLAD Schemes here today. Reviews of schemes undertaken by various departments like PWD, RWD were taken up in the meeting.

Seeking status report and financial position of the ongoing projects in the district, Ering instructed the executing agencies to complete the schemes as per norms.

Appreciating the dedication and the co-operation rendered by the officers, he hoped that they will maintain same spirit for the development of the people and the state.

Rainwater harvesting system introduced to fight water scarcity

KHONSA, Sept 25: Tirap Deputy Commissioner Kamlesh Joshi inaugurated the Rainwater Harvesting System with a capacity of 144 lakh litres at Ramakrishna Sarada Mission School here yesterday. The foundation stone of the system was laid by Governor Nirbhay Sharma during his visit to Tirap on June 8.

This system was the brainchild of Sachin Shinde, the then Deputy Commissioner, Khonsa and now the Secretary to the Governor of the state. DIPRO

 

Liromoba bandh

ITANAGAR, Sept 25: Liromoba Circle Welfare Association has called 24 hours Liromoba bandh on September 30 next to register its protest against non-fulfillment of various demands..

The association has been demanding for posting of STs and provision of Mid Day Meal at Govt Higher Secondary School, Liromoba, maintenance of Mini-Micro Hydel Ligo, improving BSNL connection, maintenance of road from Tai bridge BRTF to Bege village, action against absentee government employees and posting of a medical officer in the circle.

The association, earlier observed 12 hours Liromoba bandh on August 15 last on the same issue.

Govt. approves revised city development plan in principle

ITANAGAR, Sept 25: The State Government under the leadership of Chief Minister Nabam Tuki today approved in-principle the Revised City Development Plan for Itanagar (capital complex) after a threadbare discussion on a blueprint presented by Intercontinental Consultants & Technocrats Pvt Ltd, a consultancy agency, under the Department of Urban Development & Housing during the Policy Committee Meeting held at the Chief Minister’s Office.

The Revised City Development Plan is based on the original City Development Plan for Itanagar conceptualized earlier with objectives of planned growth and accelerated development of the capital complex. The sectors to be covered includes socio-economic development, traffic and transportation, water supply, sewerage and sanitation, storm water drainage, solid waste management, slum and urban poor, environment, heritage and tourism, urban reforms, power, telecommunication, social infrastructure, urban finance, etc.

The Chief Minister appreciated the department and the consultancy agency for the extensive research and survey that took almost a year and in-principle approved the Plan, which will now go to the Union Government for their approval and sanctioning under JnNURM.

Patiently listening to the points raised by other stakeholders in development of the capital complex like departments of Public Health Engineering, Power, Planning, Police, PWD, Highways, etc, he however, suggested the UD department and the Consultancy Agency to consider and incorporate the issues raised in the final blueprint of the proposal that would be placed before the central government for consideration.

Tuki asserted that departmental issues should not cause delay in submission of the proposal and gave 15 days to sort out all issues so that the final proposal is ready for submission.

In another meeting with UD and department of Sports and Youth Affairs, the Chief Minister was apprised of the proposal for construction of outdoor stadiums at Chimpu, Yupia, Pasighat, Ziro, Aalo, Daporijo and Tezu. The UD department through its consultants made PowerPoint presentations on design, construction and capacities of the proposed stadiums.

According to a consultant, the stadium at Yupia would be of international standard with a seating capacity of 15,000 spectators and include a standard football field and eight tracks for athletics. It would have all amenities like toilets, dormitories, dining area, recreational hall, media room, conference hall and parking space for at least 450 cars. The meetings were attended by UD Minister Rajesh Tacho, UD Parliamentary Secretary Padi Richo, Planning Parliamentary Secretary Nabam Rebia, Itanagar MLA Techi Kaso, Itanagar Chief Councilor Higio Aruni, Chief Secretary, Development Commissioner and other Secretaries, Chief Engineers, Ditrectors and officials of concerned departments.

 

 

Computer sets to 5 highest revenue generating dists

ITANAGAR, Sept 25: The Department of Trade & Commerce, GoAP has presented computer sets along with accessories to five highest revenue generating districts from trade license, namely East Siang, Lower Dibang Valley, West Siang, West Kameng and Upper Siang in a function here today.

While giving away the computer sets and accessories, Parliamentary Secretary (Trade & Commerce)  Phosum Khimhun said that revenue generation is an important assignment of all Govt. departments as Planning Commission’s yearly fund allocation to State Govt. directly commensurate with state’s revenue generation. He appealed to all the Deputy Commissioners and Additional Deputy Commissioners to put extra efforts to generate more revenue as well as stop revenue leakages at all levels.

He informed the Central Govt. has agreed to open branch offices of Rubber Board of India and Tea Research Association at Itanagar.

He also informed that for the first time in Arunachal Pradesh, the Department of Trade & Commerce in association with the Information Technology Department, under e-governance programme of the Central Government, is shortly launching the online trade licence system. The revenue collection from the trade licences will also be updated in auto mode. This facility will be of immense help to the trading community. After completion of extension of the system to all the districts and sub-divisions, all required information and applications and renewal will be available on the monitor screen at just a click of the mouse, he said.

He also lauded the Director, Trade & Commerce and his team for conceiving such pioneering ideas and at the same time dovetailing such ideas with the recently launched Union Government’s e-governance scheme in association with the Department of Information Technology.

Tokong Pertin, Director, Trade & Commerce informed that a tally between the revenue collection during 2002-2003 (83.20 Lakhs) and  the last financial year, 2012-2013 (249.31 Lakhs) reflects a turnover of 199.6% increase in total revenue collection from the entire districts during the last decade, which is a great achievement.

He requested the district administration for proper and effective implementation of the Gazette Notification (No. DTC/TL-75/2006 dated 29th July, 2009).

 

 

APSCW’s eastern Arunachal tour concludes

ITANAGAR, Sept 25: Arunachal Pradesh State Commission for Women (APSCW) team led by its Chairperson Gumri Ringu recently toured eastern Arunachal and organized series of public meetings, interaction programmes and legal awareness camps on various women friendly laws. The team toured Changlang, Miao, Jairampur, Deomali, Khonsa, Longding and Kanubari from September 15 to 22, according to an APSCW release.

APSCW chairperson Ringu highlighted the various provisions under Domestic Violence Act 2005, Protection of Children from Sexual Offence Act 2012 during the team’s tour. She also informed the masses about JJ Board and Child Welfare Committee (CWC) and the latest anti-rape laws in the country.

Radhilu Chai Techi, Vice Chairperson highlighted the powers and functions of APSCW through PowerPoint presentation.

According to APSCW release, crime against women and children is very less in Tirap, Changlang and Longding districts as compared to other parts of Arunachal Pradesh. It said that people from those three districts have demanded for creation of District Grievances Cell and activation of JJ/CWC Board in their districts as most of the teenagers are addicted to drugs, opium and alcohol, and the police cannot keep the juveniles in prison for long. They further requested the visiting APSCW team to recommend the state government to encourage the cultivation of alternative cash crop and provide necessary technical know-how and quality seeds, the release added.

 

 

APSACS urges faith based organisations to donate blood

ITANAGAR, Sept 25: A one-day training programme involving various faith based organizations to promote voluntary blood donation was organized at Seminar Hall, Arunachal State Hospital, Naharlagun yesterday.

In his inaugural speech, Arunachal Pradesh State AIDS Control Society (APSACS) Joint Director (BSD) Dr. Riken Rina urged all faith based organizations to become a partner in voluntary blood donation.

He said that the members of faith based organizations practice healthy life styles, belong to low risk population and they have large membership of youth populations which is the mainstay of safe blood and quality blood transfusion. He said that blood donation is the greatest gift given by the God to mankind to save fellow brethren. APSACS Deputy Director (Blood Safety) Dr. Nabam Budh spoke on the role of faith based organizations in voluntary blood donation. He informed that all religious bodies in our country conduct blood donation camps on regular basis as blood has no substitute; it can only be transfused from one person to another person to save a person’s life.

The role of religious organizations is vital for the collection and transfusion of safe blood as it is generally seen that members of religious bodies profess healthy lifestyles, he added.

Participants from various church denominations, such as Catholic, Baptist, Revivalists and Pentecost and from other religious organizations, like IDEA and the Art of Living participated in the sensitization programme.

The technical session was facilitated by Dr. Budh, Dr. Kenyi Ete, SMO (Biochemist) Arunachal State Hospital, Naharlagun, A.Dinamani Singh, Asst. Professor, NERIST, Nirjuli; Jeke Ramesh, President, Vivekananda Yuva Shakti, Itanagar and Dony Taying, Consultant(Blood Safety), APSACS as resource persons.

The trainees were sensitized on the basics of blood science and blood donation and how to conduct blood donation camps. Many queries and myths related to blood donation were also clarified.

Arunachal Christian Forum General Secretary Toko Teki shared his experience about the first blood donation to save one of his relatives and said that Church has been always in the forefront in doing humanitarian works and should include voluntary blood donation in its field of works.

Reverend Dr. N Tasar, Christain Revival church, Naharlagun also spoke in the same line to imbibe blood donation in churches and extended all his cooperation in the near future for organization of blood donation camps.

Jeke Ramesh shared his experience about voluntary blood donation and spoke about humanitarian work done by his organization informing that his organization so far saved 360 lives by donating blood, especially patients belonging to poor economic background.

 

 

RGU Chancellor calls on CM

ITANAGAR, Sept 25: Air Marshal (Retd.) Pranab Kumar Borbora, Chancellor of Rajiv Gandhi University (RGU), called on Chief Minister Nabam Tuki at his Niti Vihar office here today evening.

The meeting covered various issues pertaining to approach road, water supply and campus discipline of RGU besides, sharing ideas and concept to make the lone central university of the state a front runner in the country.

While assuring to ensure maintenance and renovation of the approach road, Tuki said that his office would follow up the water supply problem inflicting the RGU for which a proposal has already been sent with the concern ministry. He congratulated the retired Air Marshal for being appointed as Chancellor of the lone central university of the state and expressed the hope that he would with his vast knowledge and experience come up with innovative ideas to make the University of par excellence.

The Chief Minister, however, opined that the premier higher learning institution should have good administration with proper management system.

“Indiscipline and political interferences should be discouraged in the campus and persons playing divisive politics should out rightly be condemned,” he asserted.

The visiting Chancellor while agreeing with the CM appreciated his gesture. He sought cooperation from the state government for developing RGU to which Tuki assured to provide all possible assistance.

The Chancellor was accompanied by Vice Chancellor Prof. Tamo Mibang.

Planning Parliamentary Secretary Nabam Rebia, UD Parliamentary Secretary Padi Richo and Development Commissioner Ramesh Negi were also present in the meeting.

 

 

SMDS summit begins at Kohima

KOHIMA, Sept 25:  Nagaland Chief Minister Neiphiu Rio declared open the third summit of sustainable mountain development summit (SMDS) here today with a call for development and conservation to go hand in hand.

Addressing the three-day summit, the chief minister said, “Indian mountain states have a unique eco-system, which supports rich diversity of people, cultures and bio-diversity. But in our pursuit for development, we must be sensitive enough to preserve our natural resources for our future generation.”

Outlining the importance of the summit, he said deliberation in this event can impact the lives of millions of people and is an attempt to address the pressing issues that plague the mountain states of India.

Encouraging the initiative of SMDS, Rio said, “We should not try to follow the precedence rather develop our own developmental innovations and strategies so that India is proud of its mountain states.”

The summit is an initiative of Indian Mountain Initiative (IMI), which is being organized by the Sustainable Development Forum of Nagaland (SDFN) and government of Nagaland. It is supported by government of Arunachal Pradesh, government of Sikkim, UNDP, International Centre for Integrated Mountain Development (ICIMOD), Indian Himalayan Climate Adaptation Programme (IHCAP), German International Developmental Agency (GIZ).

Over 300 representatives from eleven mountain states of Indian Himalayan region, including Arunachal Pradesh are participating in this event that includes lawmakers, civil society members and government officials. The summit is an attempt to discuss and bring mountain concerns to the centre stage in regional, national and global policies.

Arunachal Pradesh this year has representation of 16 members led by Setong Sena, Minister for Agriculture, along with state legislators Bamang Felix and Ralom Borang. Participating in the event, Sena expressed its commitment for the vision and mission of the summit saying the three thematic areas of water, forest and agriculture that the event seeks to explore has great relevance for Arunachal Pradesh. “Arunachal has the largest areas of mountain, forest and water resource in the northeast. As we embark to tap our natural resources, deliberations and outcome of the summit will be of great help to us in formulating the suitable policies and management practices which would ensure sustainable harnessing of our natural resources,” he said.

The other delegates to the summit from Arunachal includes Fantry Mein Jaswal, Chairperson, State Finance Commission, Nalong Mize, OSD to Minister Agriculture, Dr. Yogesh, Additional PCCF, Department of Forest, Egam Basar, Assistant Director (R&D ) department of Horticulture, Okit Paling, ADO, Agriculture department, Dr. Prasanna Samal, Scientist, GB Pant Institute of Himalayan Environment Development, Jimsi Tassar, Professor, Arunachal Law Academy, Bamang Tago, Political Secretary to Chief Minister, Zingnu Namchoom, District Congress President, RK Taj, Scientist, SFRI, Itanagar.

Arunachal along with other mountain states is also contributing to the deliberations on the three thematic themes highlighting the relevant prevailing situation in the state. Jimsi Tassar in her contributing paper on the theme ‘Forest’ brings out the challenges and opportunities of community ownership of forest and its resources in Arunachal Pradesh.

Dr Samal is contributing paper on the theme ‘Agriculture’ with the title ‘Shifting agriculture in NE India: looking at it holistically and options to make it ecologically and economically sustainable.’On the theme ‘Water’, journalist Raju Mimi highlights on the emerging water conflicts in Arunachal Pradesh in relation to the upcoming hydro-power projects in the state.

The event will follow deliberations on the three themes along with legislators discussing on sustainable polices, which would sum up the ‘Kohima Declaration.’

 

 

World Pharmacists Day celebrated

ITANAGAR, Sept 25: Along with rest of the country, World Pharmacists Day was celebrated in a befitting manner at Arunachal State Hospital (ASH), Naharlagun today.

Speaking on the occasion, Director of Health Services Dr. Kartik Nishing highlighted the role of the pharmacists, who act as a link between the patients and doctors.

On the occasion, the Director along with Chief Medical Superintendent of ASH Dr. Moji Jini distributed fruits to the indoor patients of the hospital.

In his speech, Dr. Jini described the pharmacists as the backbone of health care system. He encouraged them to do research on traditionally used medicinal plants available in the state. He advised the Pharmacists Council to hold seminars on regular basis so that working pharmacists can update their knowledge.

Assistant Drug Controller Gebom Tayeng urged the pharmacists to discharge duty sincerely for the welfare of the society.

Nangbia Tapin, Registrar of Arunachal Pradesh Pharmacy Council (APPC) explained the World Pharmacists Day theme, “Pharmacist- Simplifying your medicines use, no matter how complex.” He appreciated the works rendered by the pharmacist fraternity in Arunachal Pradesh for the realization of healthy society.

ARPA vice president Hage Chobin highlighted the history behind World Pharmacists Day celebration.

 

 

2nd phase of capacity development prog begins

ITANAGAR, Sept 25: The second phase of the three-day Capacity Development Programme organised by Capital Complex District Administration in collaboration with the Department of Disaster Management, National Disaster Management Authority (NDMA) began at Banquet Hall here today.

Attending the inaugural function, Chief Secretary Dr. HK Paliwal explained in details about various kinds of disasters and urged the people to be prepared to face kind of disaster.

“Eventhough we have no technology to predict earthquake , we can atleast prepare ourselves to deal with it,” he said, and asked the Department of Urban Development and Disaster Management to take precautionary steps in advance so that minimum damage is caused during disasters.

Lauding the efforts of NDMA and NDRF and terming them as a team of well educated people, he appealed all to attend the training very seriously and educate themselves in the best possible way to educate others.

“We must train ourselves to train others,” he said.

Earlier, Capital Complex DC Sanjay Goel said that NDMA is the apex authority in the country to deal with disasters and being trained by them should be taken as an opportunity to learn and make oneself capable to tackle any kind of disaster.

He presented the Disaster Management Plan of Capital Complex during the technical session.

Disasters do no t come every day but when it comes creates havoc, Brg (Dr) B K Khanna, senior specialist, NDMA said, and informed that NDMA would organize a series of workshops throughout the state to create awareness amongst the people and to make each and every person capable of tackling disaster.

He also presented a physical demonstration of the table top exercise which is going to be performed at ten different locations simultaneously in the capital tomorrow.

Commandant, NDRF, Guwahati, Alok Nath, also presented an overview of the capabilities of NDRF BN Guwahati.

SP Capital in-charge, Nabam Gungte presented the emergency response plan of Capital police including traffic management in case of disaster. SP Fire and Emergency Services, Kime Aaya, presented the fire response plan.

Dr L Jampa presented the medical response plan of Itanagar.

As part of last phase of this Capacity Development Plan exercise, a mock drill for earthquake would be conducted tomorrow at 10 locations within Capital Complex.; Akashdeep Market Itanagar, Legi Complex Itanagar, R.K Mission Hospital Itanagar, Kendriya Vidyalaya-I Naharlagun, Kendriya Vidyalaya-II Naharlagun, Chandra Nagar Market area Itanagar, Press Colony Papu Nallah, Vivekananda Kendra Vidyalaya Chimpu Itanagar, Ashoka Hotel Itanagar and Banquet hall Itanagar.

Declare result at the earliest

Dear Editor,

This is with reference to the order no. tax (E)-461/2011-82 regarding declaration of result of constable tax and excise.  I on behalf of the appearing candidates would like to draw the kind attention through your daily esteem regarding the delay of written test result which was conducted on 02/09/12. The exam/ interview were conducted free and fair but getting delay in declaration of result.

In this regard chief minister, who is minister of Tax and Excise, had constituted a Enquiry Board Members for enquiry into the facts under the supervision of IAS officer and some sub-ordinate officers but there has been no any outcome yet, and the enquiry is also processing slowly. I want to ask the chairman of enquiry board Committees, that everything was conducted free and fair under the supervision of IAS officers, then why it getting late to complete the enquiry.

I on behalf of the candidates urge all the NGOs and pressure groups to interfere in this matter; your interference is highly solicited for better consequences. Therefore, I appeal chairman of enquiry committee to kindly submit your enquiry report to Department as soon as possible to avoid before any miss-conceptions toward the enquiry committee/ Department.

LR & SO should be appointed as Estate Officer with Executive Magistrate

Dear Editor,

I would like to draw the attention of Chief Minister cum Minister, Land Management, Govt. of Arunachal Pradesh that there is lot of encroachment problems in all Administrative Headquarters of state including at Circle level. The major encroachment is taking place in mainly, District Headquarter and in twin capital city. To stop this phenomenon there is need of bold political decision at govt. level and amendment of some suitable act and rule.

In this regards I want to lay down following few remedies which needs to be taken by Hon’ble CM cum Minister Land Management for effective measures:-

1.       The Public Premises act itself is found to be defective where there is no provision for stopping ongoing encroachment as like earth cutting, construction of OBT houses, Erecting of fencing, arrest of culprit etc.

2.       The Arunachal Land Record and Settlement Act itself is found to be defective where there is no provision of protecting the land where Govt. has already established Administrative Headquarter, PHC Centre, School Land, Other Govt. Establishment Centre even at District Headquarter there is claim back of already earmarked land of Govt. with the help of legal means as there is no proper land acquisition has been done almost all the land under present occupation of Govt. There is also land dispute during the time of contract work, the land donors claim the contract work being the land donor and sometime land donor gets the contract work and the result has been found ineffective and not satisfactory. As such there is need for amendment of land record and settlement act in regard to land that has been taken earlier without proper land acquisition.

3.       In village level there is land dispute among the land owner in which the land owner of Village land direct the house holder to vacant the house/building. This issue is needed to be address properly at Govt. level before occurring of untoward incident at village level.

4.       The Govt. of Arunachal Pradesh has appointed Circle Officer, EAC, SDO, ADC even AIGP for Police Land and ADC Headquarter for District Headquarter as Estate Officer of respective jurisdiction since few years back. However, till date there is no effective prevention on mass encroachment of Govt. Land especially at District Headquarter including twin capital city which needs special attention of CM. Further, there is Land Revenue and Settlement Officer posted in every district and they look after the all land matter but they are working as silence spectator or only reporting Officer and they have no role to stop mass encroachment.

As such LR & SO should be appointed as Estate Officer with Executive Magistrate only for land purpose to arrest/book the encroacher under appropriate law of the land.

Continue the good work

Dear Editor,

Though I have never met Mr. Talo Potom, I have heard enough to write in defense of him. We may have many honest officers, but very few are both honest and bold. I suppose, our leaders have rightly recognized it in Mr. Talo Potom. Whatever the issues are, let us not fail to appreciate those who serve us with such diligence. Such officers as Mr. Talo Potom can be an encouragement to our younger generation. I appeal to Mr. Talo Potom to continue his good work. We need you sir for a better Capital.

Nairobi incident, a wake up call

As Kenya began three days of mourning on Wednesday for at least 67 people killed in the siege of a Nairobi mall, it was unclear how many more hostages may have died with the Somali Islamist attackers buried in the rubble. Five militants and six security personnel died in the four days of fighting.

Sixty-one civilians had so far been confirmed dead. Kenyan officials declined to say how many of 63 people whom the Red Cross had earlier classed as unaccounted for may also have died in a showdown with guerrillas, who had threatened to kill their hostages and go down fighting. The incident is chilling reminder of 2008 Mumbai attacks in which members of Lasker E Taiba killed 164 people and wounded at least 308 in well coordinated attacks. Eight of the attacks occurred in South Mumbai: at Chhatrapati Shivaji Terminus, theOberoi Trident, Taj Mahal Palace hotel Leopold Cafe, Cama Hospital, Nariman House Jewish community centre  and  Metro Cinema. The Nairobi incident has again started to worry Indian security agencies. Several shopping malls spread across country do not have proper security measures and is vulnerable to attack. Security agencies should take lesson out of Nairobi incident and beep up security in all the shopping malls of country.
